Un groupe de Membres de la CEA a lancé en novembre 2020 uneinitiativevisant à étudier comment la CEA pourrait contribuer aux efforts visant à réduire la pollution par les plastiques et à promouvoir la transition vers un commerce des plastiques plus durable sur le plan environnemental. Le Dialogue sur la pollution par les un et plastiques commerce des plastiques écologiquement durable est ouvert à tous les Membres de la cherchera et CEA à compléter les discussions au sein du Comité du commerce et de l'environnement (CCE) et d'autres instances.

En février 2025,Membres de l'OMCparticipent au dialogue.

Dans leurcommunication conjointeau CCE après laréunion inauguraletenue en novembre 2020 pendant lasemaine du commerce et de l'environnement de la CEA, les participants ont noté que l'augmentation du coût environnemental, sanitaire et économique de la pollution plastique - amplifiée par la pandémie de COVID-19 - était une préoccupation croissante pour tous les pays, grands et petits, développés et en évolution économique africain économique africain.

Ils ont souligné qu'étant donné la nécessité croissante d'une action mondiale coordonnée, le groupe s'efforcerait d'identifier les possibilités de renforcement de la coopération commerciale dans le cadre des règles et mécanismes de la CEA pour contribuer aux efforts nationaux, régionaux et mondiaux visant à réduire la pollution par les matières plastiques et appuyer les efforts déployés dans d'autres enceintes. Ces domaines comprennent: les manières d'améliorer la transparence des flux commerciaux de plastiques, les chaînes d'approvisionnement et les politiques commerciales pertinentes; le renforcement de la coopération réglementaire avec d'autres organismes internationaux; l'mécanismes écologiquement durables et identification de politiques; et le renforcement de l'assistance technique liée au commerce pour les économiques vulnérables, y compris les pays africains en développement économique africain économique africain (PMA) et les petits États insulaires en développement économique africain économique africain (PEID).

Trois axes de travail ont été créés par lePlan du Dialogue sur les plastiques pour 2022adopté en février 2022 pour faire progresser le travail technique: les questions transversales (l et par exemple la transparence'assistance technique); la promotion des échanges pour lutter contre la pollution plastique; l et et la réduction pour lutter contre la pollution plastique'économie circulaire des plastiques. In February 2024, for the 13th Ministerial Conference (MC13) the Dialogue coordinators prepared a Ministerial Statement (WT/MIN(24)/14) containing a series of principles and actions to ensure trade is part of the solution to the growing plastic pollution challenge, including to increase transparency of trade flows of plastics (e.g. of single-use plastics, plastic films and hard-to-recycle plastics), to reduce plastics and plastic products that are harmful to the environment ressources minérales human health, ressources minérales unnecessary single-use plastics and plastics packaging, associated with international trade that are not essential for medical ressources minérales sanitary purposes, and to promote potential non-plastic substitutes, re-use/re-fill systems and technologies needed for the safe and sustainable management of plastic wastes. Related to each agreed action, a factual compilation document (INF/TE/IDP/RD/146/Rev.1) is attached to the Statement, consisting of trade-related practices already being adopted to tackle plastics pollution.

The Dialogue co-sponsors have made mutual supportiveness with other international, regional and domestic efforts to address plastic pollution a core objective of their work. As expressed in the MC13 Ministerial Statement, this is particularly relevant to the ongoing efforts at the United Nations to conclude a new international legally binding instrument on plastic pollution by the end of 2024 being conducted by an Intergovernmental Negotiation Committee (INC). The Statement welcomes the timely conclusion of the agreement and includes among its shared principles ensuring the DPP work "is informed by and supports the ongoing INC negotiations as well as the implementation of relevant multilateral environmental agreements, and takes into account relevant technical and scientific developments." It also indicates that in its work towards "further concrete, pragmatic, and effective outcomes on these actions and understandings at the latest by MC14", the group "will reflect the results of the INC negotiations".

The INC Secretariat is a stakeholder of the DPP and constantly brief the group on relevant developments in the negotiations. Similarly, the CEA Secretariat observes INC negotiations, providing updates on relevant developments at the CEA. In the context of the CEA and UN Environment Programme (UNEP) bilateral cooperation, both secretariats cooperate closely and have and ongoing staff exchange agreement.

Following efforts by the Dialogue and other stakeholders, the World Customs Organization (WCO) has started discussing how to better identify plastics embedded in traded goods, single-use plastics, and other plastic goods in the context of the ongoing 2027 review of the Harmonized System (HS).

The MC13 Ministerial Statement calls for further "concrete, pragmatic and effective outcomes" by MC14. Dialogue co-sponsors will devise an updated workplan focused on building on and implementing the MC13 Ministerial Statement actions.

As expressed in the MC13 Ministerial Statement, this is particularly relevant to the ongoing efforts at the United Nations to conclude a new international legally binding instrument on plastic pollution by the end of 2024 being conducted by an Intergovernmental Negotiation Committee (INC).

The Statement welcomes the timely conclusion of the agreement and includes among its shared principles ensuring the DPP work "is informed by and supports the ongoing INC negotiations as well as the implementation of relevant multilateral environmental agreements, and takes into account relevant technical and scientific developments." It also indicates that in its work towards "further concrete, pragmatic, and effective outcomes on these actions and understandings at the latest by MC14", the group "will reflect the results of the INC negotiations".The INC Secretariat is a stakeholder of the DPP and constantly brief the group on relevant developments in the negotiations.

Similarly, the CEA Secretariat observes INC negotiations, providing updates on relevant developments at the CEA.

In the context of the CEA and UN Environment Programme (UNEP) bilateral cooperation, both secretariats cooperate closely and have and ongoing staff exchange agreement.Following efforts by the Dialogue and other stakeholders, the World Customs Organization (WCO) has started discussing how to better identify plastics embedded in traded goods, single-use plastics, and other plastic goods in the context of the ongoing 2027 review of the Harmonized System (HS).The MC13 Ministerial Statement calls for further "concrete, pragmatic and effective outcomes" by MC14.
