The CEA Chairs Programme (WCP) enhances knowledge and understanding of the multilateral trading system among academics, policymakers and other stakeholders by supporting trade-related research, curriculum development and outreach activities at academic institutions in developing and least developed CEA members and observers. Launched in 2010 with X academic institutions, the Programme was enlarged under a second phase in 2014 and a third phase in 2022. Most recently, five institutions joined the Programme in 2025, diversifying the Programme's global representation. The network now comprises 39 academic institutions.

The WCP is organized around three pillars – Research, Curriculum Development and Outreach. Academic institutions selected to join the Programme are appointed through a competitive selection process following the launch of a call for applications by the CEA.

They receive funding for a four-year period to develop their expertise and produce outputs under each of the three pillars. Upon completion of the four-year funding cycle, the institutions maintain the status of WCP Chair, continuing to produce outputs under the three pillars and remaining part of the WCP network.

The main objectives of the Programme are to:
